New Zealand's Graduate Work Rights Are Expanding: A Clear Guide to the November 2026 Visa Changes

Study followed by employment is a route many ambitious people consider when planning a long-term career in New Zealand, including professionals now based in Dubai, Doha or Riyadh who are weighing further qualifications. From November 16, 2026, New Zealand will offer graduates two visa options: a newly created Short-Term Graduate Work Visa and a broadened Post-Study Work Visa (PSWV). Together they are expected to open a lawful employment route to thousands more graduates. The Gap These Reforms Are Designed to Close

Graduates holding diplomas and certificates have long been in an awkward spot. They had the skills and the drive to start working, yet no visa route suited the level at which they had studied. This reform is aimed squarely at that problem. It also updates the lodgement process itself, shifting applications onto Immigration New Zealand's improved Immigration Online platform.

Whether your graduation is a few months away or your course has only just begun, these settings may influence every decision you make after study. The two options are set out below.

Pathway 1 at a Glance: A Brand-New Short-Term Option

The Short-Term Graduate Work Visa is an entirely fresh category. It is intended for graduates whose qualification level previously gave them no route to a work visa. Holders receive up to six months of open work rights, which provides a window to search for a role, build New Zealand experience and possibly move on to an Accredited Employer Work Visa (AEWV).

Eligibility Checklist

  • You must hold a qualification at level 5–7 on the New Zealand Qualifications and Credentials Framework (NZQCF).
  • You must have studied full-time in New Zealand for at least 24 weeks.
  • You must not already qualify for a PSWV.
  • You need evidence of at least NZD 5,000 in funds you can access.
  • You cannot have been granted this visa or a PSWV previously.
  • If you studied under the New Zealand Scholarship Programme, approval from MFAT or Education New Zealand is needed, where it applies.
  • Depending on how long you intend to stay, medical and chest X-ray clearance may be required.

Restrictions Worth Noting

Graduates of English-language, foundation and bridging courses cannot apply. Holders are not allowed to own a business, and family members cannot be included as dependents on the visa, although they may lodge their own applications as visitors or under other categories.

Deadlines are already in play. Applications have to be lodged within three months of your student visa expiring. That means anyone whose student visa ended before August 16, 2026 is already outside the window. This visa is also a single grant only: it cannot be renewed and cannot be obtained a second time.

Pathway 2 at a Glance: Wider Access to the PSWV

The PSWV itself is an established visa, but more graduates can now reach it. Those completing a NZQCF level 7 Graduate Diploma become eligible, as long as they also hold a bachelor's degree. That degree may come from New Zealand or another country, and the year it was awarded does not matter.

What You Will Need to Provide

  • Evidence that you were enrolled full-time for the whole Graduate Diploma, with no cross-crediting or recognition of prior learning
  • An authentic bachelor's degree certificate stating the qualification type and the awarding institution
  • Your official academic transcript

There is a helpful simplification for degrees earned abroad: no separate International Qualification Assessment will be needed, though Immigration New Zealand can still check that documents are genuine.

The duration of the visa reflects the length of your Graduate Diploma study, up to a maximum of one year, and it can be granted only once. Anyone who has previously held a PSWV cannot use this route, even after gaining additional qualifications.

A clear advantage for this group is family. In contrast to the new Short-Term option, PSWV holders can have partners and dependent children accompany them on their own visas.

Lodging Online From the Changeover Date

From November 16, 2026, applications for either visa must be made through the upgraded Immigration Online platform, which is designed to offer improved tracking and rules that reflect current policy. Paper PSWV applications are being withdrawn completely. Any lodged on or before November 15, 2026 will still be assessed under the previous system; after that, online lodgement is the only option.

What Forward-Planning Professionals Should Take From This

Timing is the theme running through every part of these changes. Application windows are fixed at three, six or twelve months after visa expiry, depending on your pathway and course. Each visa can be granted only once, and eligibility frequently depends on choices made long before graduation, such as whether you studied full-time and how your course is classified on the NZQCF.
