If that is part of your thinking, a new set of proposals deserves your attention, because this time the focus is less on how many students arrive and more on how they live once they are there.
According to reporting in The Australian, the Albanese government is preparing another immigration package that goes further than the debate over tuition and enrolment caps that has run since 2023. The ideas reportedly touch three areas that matter deeply to families: lodging a visa from within Australia, bringing a partner or children along, and changing course or education sector after arrival.
The three proposals in brief
- Onshore lodgement may be restricted. Students already in Australia could lose the ability to apply for a fresh student visa without first departing. That would close off a route many have relied on to extend a stay or move to a different provider.
- Family rights would apply to fewer students. Reports suggest only some groups would keep the right to bring a partner or dependent children: postgraduate research candidates, government-sponsored scholars, and students from Pacific Island nations and Timor-Leste. Most other students would come without family.
- Switching courses or sectors could get harder. The well-worn move from a university degree into a lower-cost vocational (VET) qualification may face much stricter limits.
How this round compares with earlier tightening
For roughly two years, Australia has been narrowing access to international education. Financial-capacity thresholds went up, English-language requirements rose, and processing slowed for providers that went over their enrolment allocations. Those steps were mostly about who gets in. The new package, if it goes ahead in its reported form, is about what daily life looks like after arrival.
Canberra's migration target
These proposals are linked to a firm number. Canberra expects net overseas migration to drop to 225,000 by 2027/28, compared with a high of 538,000 in 2022/23, the year borders reopened after the pandemic. Because international education is one of the biggest single drivers of that total, it remains the most obvious lever the government can use.
Speaking to an industry audience, Assistant Minister for International Education Julian Hill has said there will be no return to a volume-driven approach, and repeated the government's aim to manage "the size and shape of the onshore student market."

Australia is not breaking new ground here. In January 2024, the United Kingdom brought in near-identical limits on student dependants, keeping family rights for postgraduate research students and a small number of government-sponsored scholarship holders. Over the same period, Canada capped study permits and lifted its proof-of-funds requirements. Should Australia's package arrive as described, all three major English-speaking study markets would treat family migration through education in much the same way.
For families comparing options, that changes the calculation. The ability to study while your family lives with you, which once set Australia apart from the UK, may no longer be a point of difference.
The university sector's measured response
Universities have chosen their words carefully. In her State of the Sector address, Universities Australia chair Carolyn Evans argued that cutting student numbers has effects far beyond university budgets, and that framing enrolment reductions as purely a migration matter ignores real trade-offs.
Vicki Thomson, chief executive of the Group of Eight, pushed the argument further by separating volume from value, a contrast likely to shape the debate in the months ahead. She did not claim migration settings should be beyond review, and openly accepted that quality and integrity concerns exist in parts of the sector. What she opposed were broad, one-size-fits-all measures that treat every institution, provider and student as the same when they clearly are not.
Points to weigh before choosing an Australian study pathway
- Is the course in an exempt group? If you are deciding between a postgraduate research degree and a coursework master's, the family rules may now be a real factor alongside academic fit.
- Does the plan depend on changing provider or sector later? If flexibility after arrival is central, for example beginning in a university pathway and then moving into VET, the plan may need rethinking before the new rules apply.
- Is the timing tied to a September intake? The student visa part of the package is reportedly being fast-tracked, with the wider immigration announcement expected a month later. Anyone preparing an application now should see the next few weeks as a shrinking window, not business as usual.

Whatever form the final package takes, the direction is clear. Australia is putting migration control ahead of international education volume, and it is doing that by regulating the parts of student life that make living abroad workable: family, course flexibility and onshore status. Whether this protects the "value" side of Vicki Thomson's argument, or simply sends students towards Canada, the UK or elsewhere, will become clearer after next month's announcement.
