UAE police clearance for an Australian visa: which certificate suits your move, and when to apply

For an Australian visa, a UAE police clearance comes from one of two official issuers: the Ministry of Interior, which calls it a Criminal Clearance Certificate, or Dubai Police, which calls it a Police Clearance Certificate. Home Affairs lists both as the UAE police check contacts. The Ministry of Interior version costs AED 100 for use outside the UAE and must then be attested by the Ministry of Foreign Affairs; the Dubai Police version costs AED 200 for residents. The real decision is less about which issuer and more about timing, because each certificate carries its own validity period.

When Australia asks for a UAE police certificate

Character checks are a standard part of most Australian visas. Home Affairs may ask for a police certificate from every country you have lived in, usually if you are over 17 and spent at least 12 months there in the past 10 years. For most people working in Dubai, Abu Dhabi or Sharjah, that means the UAE plus your home country, and possibly a second Gulf posting.

The Home Affairs character requirements page also sets the coverage rule: a certificate must cover the time from age 16 up to the issue date, or the whole time you spent in that country. A UAE certificate covers your period of residence there, which is exactly what the department is looking for.

There is one exemption worth knowing early. If you are sponsored by an accredited sponsor on a subclass 482 visa, you do not need police certificates from countries other than Australia when you attach the sponsor's reference confirming good character and no criminal convictions. Two issuers, two different certificates

Both certificates speak to your conduct in the UAE, but they work differently in practice. The comparison below uses the fees and periods each issuer publishes on its own page.

The Ministry of Interior route

The Ministry of Interior criminal clearance service runs through its smart app and website, and you log in with UAE PASS, the digital identity used for its services. Residents need an ID card issued in the UAE. The certificate details your record during your time in the country, is issued under Ministerial Decision No. (600) of 2024, and comes in Arabic and English only.

Choose the version for use outside the UAE. The cheaper AED 50 option is meant for use inside the country and is the wrong document for a visa file.

The Dubai Police route

The Dubai Police clearance certificate service proves good conduct in the UAE, and you apply with your Emirates ID number, which can be valid or expired. That matters if your residence has already been cancelled: people outside the UAE may apply as long as they have previously entered the country.

From abroad, you need a personal photo, a passport copy and a copy of your previous residence visa. If your fingerprints are not on file, Dubai Police also asks for a ten-print fingerprint copy certified by the UAE Embassy, which takes extra time to arrange.

Timing: 30 days, 3 months and 12 months

Three different numbers apply here, and they come from three different bodies. The Ministry of Interior says its certificate is valid for 30 days from issue. Dubai Police says 3 months. Home Affairs says police certificates for Australian visas are valid for 12 months from the issue date.

The calm way through is not to request a certificate the day you start thinking about Australia. Wait until your application is ready to lodge or your case officer asks, then apply, so the certificate is fresh by every measure. If you have lived in more than one Gulf country

Many careers in the region span two or three countries. Where you spent 12 months or more in another Gulf country during the past 10 years, you may need that country's certificate too. Home Affairs' country information names these issuers:

  • Saudi Arabia: the Absher e-portal and the Ministry of Interior.
  • Oman: Royal Oman Police certificate electronic services.
  • Kuwait: the Ministry of Interior and the Sahel app.
  • Bahrain: the Ministry of Interior e-portal Good Conduct Certificate.

For Qatar, use the country dropdown on the Home Affairs services outside Australia page before applying, as the issuing body should be confirmed there.

Offshore work has its own rule. If you spent more than 12 months in the last 10 years working on oil rigs, merchant ships, cruise ships or private yachts, Home Affairs wants a police certificate from the vessel's flag country plus a letter of good conduct from the captain or company. Rotational offshore staff in the Gulf should gather that letter while they are still on good terms with the operator.

Step by step: from UAE PASS to your visa file

  1. List every country where you lived for 12 months or more in the past 10 years, with dates, including your home country and any Gulf postings.
  2. Confirm whether you need certificates at all: ask whether your 482 sponsor is accredited, or wait for the request in your application.
  3. Choose your issuer: the Ministry of Interior if you are a current resident with UAE PASS, Dubai Police if you have left or prefer that service.
  4. Apply and pay through the official app or website only, selecting the certificate for use outside the UAE.
  5. For a Ministry of Interior certificate, complete MOFA attestation straight away, within its 30-day window.
  6. Scan the certificate clearly and attach it to your application in ImmiAccount, keeping the original safe and unlaminated.
  7. Note the issue date in your calendar so you know when Home Affairs' 12-month validity ends.

What about New Zealand?

New Zealand applies its own character test. Accredited Employer Work Visa applicants must be of good character, and Immigration New Zealand may refuse a visa to someone with a criminal conviction or who is a security risk. Common mistakes

  • Ordering the local version. The AED 50 Ministry of Interior certificate is for use inside the UAE; a visa file needs the version for use abroad.
  • Skipping attestation. A Ministry of Interior certificate for use outside the UAE must be attested by MOFA. An apostille is not an option, because the UAE is not party to the Hague Apostille Convention.
  • Applying too early. A certificate requested months before lodging may pass its issuer's 30-day or 3-month period, and you pay again.
  • Forgetting earlier postings. A year in Riyadh or Muscat before Dubai can trigger a second certificate, on top of your home country's.
  • Laminating originals. MOFA will not attest laminated documents sent by courier, so keep certificates flat and unlaminated.
  • Leaving the UAE without planning. Applying from abroad is possible through Dubai Police, but it can mean an embassy-certified fingerprint card. Request the certificate before you fly if the timing allows.
