Degree issued outside the UAE? The attestation route abroad, and why Australia wants other proof
Tips · 2026-10-24 · 10 min read

To attest a degree issued outside the UAE, you go through the UAE Mission in the country that issued it, not through an office in Dubai or Abu Dhabi, and the Ministry of Foreign Affairs (MOFA) lists up to 15 business days for documents outside the UAE. That attestation proves the signatures and seals are genuine for use in the UAE. If your next move is an employer-sponsored role in Australia or New Zealand, expect a second, separate set of checks on the same degree: a skills assessment, a qualification assessment or a translation, depending on the visa and the occupation.
This guide is for professionals and trade workers of any nationality whose certificates come from home: an engineering degree from Chennai, an accounting diploma from Manila, a trade certificate from Lahore or Manchester.
What MOFA attestation actually certifies
The UAE MOFA attestation service certifies the signatures and seals on documents issued within or outside the UAE. For a document going abroad, it involves attestation by MOFA and by the UAE Mission in the destination country.
That is the whole point of it: a chain of officials confirming that the stamp on your degree belongs to the institution or authority it claims to. It says nothing about whether your skills match a job in Perth or Christchurch: attestation tests authenticity, not substance.
The missions-abroad route for home-country certificates
MOFA states that documents issued outside the UAE are attested through UAE Missions abroad, and it tells applicants to contact their local UAE Mission. For a degree from India, that is the UAE mission in India; for a certificate from the Philippines, the mission there.
If you are working in Dubai, Doha or Riyadh and the original sits with family at home, decide early who will carry it to the mission and how it will travel back safely.
Two details on MOFA's page matter for any document you send by courier: the original must be in Arabic or English, or come with a certified translation, and it must not be laminated.
How the timelines compare
MOFA lists three service speeds. The overseas route is the slowest, which is why it belongs at the start of your plan rather than the end.
| MOFA service | Listed time | What it means for you |
|---|---|---|
| Digital attestation | Within 2 hours, during official working hours | Fast, but only for documents that can be handled digitally |
| Courier attestation inside the UAE | 1-3 business days | Original in Arabic or English (or certified translation), not laminated |
| Documents outside the UAE | Up to 15 business days | Handled through the UAE Mission abroad; add time for posting the original |
MOFA's fees for personal and educational documents are set out separately from the main attestation page, so confirm the current charge with MOFA or the mission before you pay anything.
Check the stamp once it is done
MOFA-attested documents can be verified at verify.mofa.gov.ae. Check yours as soon as it comes back. A failed check is far easier to fix early.
Apostille or attestation: why your country of study matters
The HCCH Apostille Convention status table does not list the United Arab Emirates as a contracting party, so UAE documents are legalised by attestation rather than apostille. In the wider Gulf the picture is mixed: the table lists Saudi Arabia (in force since 2022), Oman (since 2012) and Bahrain (since 2013), and does not list Qatar or Kuwait.
The Convention has been in force for Australia since 1995 and for New Zealand since 2001. The Australian Embassy in the UAE explains that an Apostille can only be issued when the country receiving the public document is a signatory to the Convention.
The stamp a document needs depends on where it was issued and where it is going. If a degree attested for the UAE is later wanted in Australia or New Zealand, ask the receiving body what certification, if any, it expects from your country of study.
Why Australia may ask for different proof
For most employer-sponsored and skilled visas, the question in Australia is not "is this certificate genuine?" but "do your skills meet the Australian standard for this occupation?". That question belongs to a skills assessing authority.
Home Affairs explains on its skills assessment page that it only accepts an assessment from the relevant assessing authority, that the authority for each occupation is shown in the combined list of eligible skilled occupations, and that each authority has its own procedures, timeframes and charges. A skills assessment with no validity period shown is valid for 3 years from the date of issue.
Some examples of what a degree holder or tradesperson may meet:
- Engineers: Engineers Australia's standard Competency Demonstration Report (CDR) assessment costs $940 excluding GST ($1034 including GST), with an optional fast-track fee of $360 ($396).
- IT professionals: the ACS General Skills assessment costs $1,498, for overseas and Australian qualifications plus at least 2 years of experience.
- Electricians on a 482: Trades Recognition Australia's Temporary Skills Shortage program is compulsory, with an outcome approximately 9 weeks after complete evidence is submitted. TRA does not award Australian qualifications, registrations or licences.
If the skills behind your degree came mostly from work rather than the classroom, a qualification through recognition of prior learning with RPLDirect is one route some experienced workers in Australia look at; it is a separate process from any visa assessment.
Translations are their own requirement. Home Affairs says all non-English documents must be translated into English, with both the original and the translation provided. Translators outside Australia do not need to be accredited but must include their full name, address, phone number and language qualifications and experience; translators in Australia must be NAATI-accredited.

And because Australian visas are lodged online through ImmiAccount, there is no counter in the Gulf to take your papers: our piece on why your Australian visa application goes online instead of to the Dubai consulate covers what that means in practice.
New Zealand: experience or a qualification at level 4
New Zealand frames the question differently again. Immigration New Zealand says Accredited Employer Work Visa (AEWV) applicants must show 2 years or more of relevant job experience, or a qualification at level 4 or higher on the New Zealand Qualifications and Credentials Framework (NZQCF), in the same field as the job.
When your case rests on an overseas qualification, NZQA's International Qualification Assessment (IQA) compares it with New Zealand qualifications. NZQA says average wait times are now 10 weeks, and an appeal costs $765.
Our guide to the AEWV walks through the rest of the visa.
A sensible order for your documents
- Name the destination and occupation first. Look up your occupation's assessing authority in Australia, or the AEWV skills rule in New Zealand, before you spend money on any stamp.
- Read the receiving body's document rules on copies, translations and certification.
- Contact the UAE Mission in your country of study if you also need the degree attested for UAE purposes, and ask what it must see first.
- Allow up to 15 business days for the mission route, plus courier time each way. Do not laminate the original.
- Verify the attestation at verify.mofa.gov.ae as soon as it is returned.
- Arrange English translations of any non-English document, with the translator's full details on each one.
- Submit the skills or qualification assessment with complete evidence, and note its validity date.
Your degree is one line of a larger file. Police certificates follow their own rules, one per country you lived in; our guide to Gulf police clearance for an Australian visa sets out that side. It also helps to keep your UAE residence in good order while the paperwork runs, as our piece on holding on to your UAE residence visa while applying abroad explains.

Common mistakes with home-country certificates
- Treating attestation as a skills check. A MOFA stamp confirms a signature and seal. Australia's assessing authorities and New Zealand's rules look at the substance of your skills.
- Laminating the original. MOFA's courier service will not take a laminated document, and many people only discover this at the counter.
- Starting the overseas route last. Up to 15 business days, plus posting the original home and back, can stall an otherwise ready application.
- Sending a translation without the translator's details. Home Affairs expects the translator's full details on every translation done outside Australia.
- Letting an assessment lapse. A skills assessment with no validity period shown lasts 3 years from issue; time it to the visa, not to the day you feel ready.
Presenting your qualifications to an employer
Australian and New Zealand employers will usually see your qualifications long before any assessing authority does. List each degree or trade certificate with its awarding institution, country and year. Build AI CV can help you set out qualifications and Gulf project experience clearly.
Employers on EmiratesPrime are prepared to sponsor a visa, and you can browse current openings such as IT and technology jobs in Australia and New Zealand or this civil engineering technician role in Perth. Applying is no promise of a job or a visa, so keep your papers moving in parallel.
Frequently asked questions
How do I attest a degree issued outside the UAE?
MOFA says documents issued outside the UAE are attested through UAE Missions abroad, and it tells applicants to contact their local UAE Mission. Ask the mission in the country that issued the degree what it needs to see before you post or hand over the original.
How long does attestation take for a document issued outside the UAE?
MOFA lists up to 15 business days for documents outside the UAE. That compares with digital attestation within 2 hours during official working hours and courier attestation inside the UAE in 1-3 business days.
Does Australia accept my MOFA-attested degree as a skills assessment?
No. Attestation certifies signatures and seals; it does not assess your skills. Home Affairs only accepts a skills assessment from the relevant assessing authority for your occupation, and each authority sets its own procedures, timeframes and charges, so check its document rules separately.
Can I get an apostille on my degree in the UAE instead of attestation?
Not on a UAE document. The UAE is not listed as a contracting party on the HCCH Apostille Convention status table, so UAE documents are legalised by attestation. Australia and New Zealand are both listed, which is why a degree from a Convention country may follow a different path when it is going to Australia or New Zealand.
Do I need an NZQA assessment for a New Zealand work visa?
Not always. The AEWV asks for 2 years or more of relevant job experience, or a qualification at level 4 or higher on the NZQCF in the same field as the job. If you rely on an overseas qualification, NZQA's International Qualification Assessment compares it with New Zealand qualifications; check with Immigration New Zealand whether your case needs one.
Key takeaways
- A degree issued outside the UAE is attested through the UAE Mission in that country; MOFA lists up to 15 business days.
- Attestation proves signatures and seals are genuine. It is not a skills or qualification assessment.
- Australia accepts skills assessments only from the relevant assessing authority, each with its own rules and charges.
- New Zealand's AEWV asks for 2 years of relevant experience or a level 4 qualification; NZQA's IQA compares overseas qualifications.
- Never laminate originals, and verify every attestation.
